mulch mold?

I have a container garden on a deck below street level in Manhattan. This past fall I mulched with a layer of 1-2" shredded hemlock bark topped with 1-2" of large pine bark pieces. In the past few weeks I've noticed that the mulch has a whitish coating on the areas not directly exposed to the air. This seems like a mold to me. I want to know if this kind of mold is potentially harmful to the plants (there are woody and softer-stemmed plants in the containers) and, if so, what I should do about it. I "fluffed" up the mulch, exposing more of the surfaces to air, and dusted with a sulfur fungicide, but am worried that doing so in the winter could also be harmful to the plants....help, please!
