Well when did you plant them? That may help you guestimate when they may bloom. But here are things that I observe on mine that precede blooming. Height is irrelevant (at least in general terms for a particular variety it is a an indicator, but I don't know how big "tiny tots" get). I find that before a flower stalk is sent up, the gladiolus gets 6-8 spikey leaves and not before. Also look at the base of the plant. Is the base bulging and becoming rounded? Or is it relatively flat? The base will start to fatten when the plant is sending up the flower stalk. That is all I can offer for advice to know if they will soon flower. Other than to preach patience of course :) If it's any consolation, I don't have any blooming ones yet either.

As Jack said it will depend on when you planted them. I plant mine in batches of ten every two weeks starting in mid april right up to mid june and have flowers for cutting all summer long. Typically about 8 weeks to nine weeks from planting to bloom.

Here, in 6b, it takes from 60 to 75 days to bloom from the date of planting. Several factors, such as time of planting, depth of planting, amount of sun, watering regimen etc will affect their bloom time, but if 75 days didn't pass yet, you shouldn't be worry.
