fertilizing root vegetables

I meant to put this on a post I put earlier, but forgot.

Some root veggies (kohlrabi, turnip, radishes, and rutabaga are members of the cabbage family, which is botanically known as brassicas).

Some research I've done shows most cabbage family plants (broccoli, cabbage, cauliflower, etc.) Prefer a fertilizer that is high in nitrogen and phosporus.

However I've heard that root vegetables like a fertilizer high in potassium and phosporus, since this makes the root portion of vegetables grow big.

I'm a little confused. For turnips, radish, rutabaga, and kohlrabi, should I use a fertilizer high in potassium and phosphorus, or one high in nitrogen, since they're members of the cabbage family? Alternatively, since they're root vegetables, should I use a fertilizer low in nitrogen?
