Are you sure it isn't the variety? Purple foliage isn't that uncommon these days.

they are a different type of bell pepper that i am growing this year but i have never seen this before , i had some japelenos that did it last year but never a bell pepper

It might be too cold for your pepper plants to take up the nutrients. Are the plants outside?

It is a natural occurance it is a way to protect themselves from the bright lights indoors or sunlight outdoors.

Well that could be as i am using a new TEK T5 HO flourescnt light set up and it is extremely bright 6 bulb model as for being to cold my garage stays atleast 70 degrees on the coldest night so i doubt it is that thanks everyone for all the answers
