root-pruning roses in pots?

I am about to take delivery of a number of bare-root grafted roses, some of which I am intending to plant in large clay pots. These roses (all old varieties) will have been grown in the soil and will be developing substantial tap roots. The question is: should I prune back the tap root in order to encourage the development of more fibrous roots, so that they can live more happily in the pots? I have also been recommended to repot the roses every three years (which seems a lot of hassle, but still ...). Should I prune back the tap root every time I do that as well?
