Bell pepper garden

I'm a newbie at gardening, well, I have tried planting a few veggies and flowers namely, Cosmos, Mums, Mung beans, and Peas and failed each time. Now I'm totally prepared with this so-said 'easy' vegetable, Bell peppers! I have the seeds sown to a shallow 3 inch. Styrofoam starter tray and placed them under the light. I have mixed in good potting soil with fertilizer to give them a head start. I have also misted them with water from a spray bottle to make the soil moist, but not damp, having read that too much water can rot the seeds therefor stopping any chances of germination. I have spaced them 1 in. apart and sown them half an inch deep. I was wondering what else I should do after that and how am I going to grow them to harvest time. I think I'm doing okay as long as they're seeds but what now when their leaves appear and they become baby seedlings . . . Should I transplant them to separate peat pots until they've hardened and then transplant them to the ground? Don't worry, I live in the Philippines and we don't have frost here. Our chiles are year-round because of the hot weather. Growing them is the problem. Help please.
