Most likely whiteflies. You can rinse them off with water or treat affected plants with neem oil or insecticidal soap.

Looks like a frog hopper aka spittle bug to me. If you touch it and it jumps a long way that's what it is. The larvae cause minimal damage. Not worth worrying about imo. But a jet if water would wash it off.

Seems to be too large and too dark colored for a frog hopper/spittle bug.

gardengal48 (PNW Z8/9) Too large and too dark? It's 1/16 inch and almost white! I have to agree that it may not be a spittle bug larvae. I think it's a leafhopper of some sort. I've seen these tiny pale green bugs many times on plants, but I don't think they do much damage.

It's not a spittle bug larva. It's the adult frog hopper. Try touching it's rear end and watch.

LOL!! I meant the frog hopper/spittle bug is too large and too dark to be the OP's bug. Sorry that read wrong. It also looks to have wings, which they do not.

Regardless of whether whitefly OR frog hopper/spittle bug, treatment or control is the same.
