Apple or Central Leader Pruning Question

Zone 6A, Pennsylvania, I have a number of apple trees that I planted as "whips" last Spring. All leafed, branched and grew well. Other than maintaining the central leader, I let them alone. After gathering up my courage, reading as much as I could get my hands on including Harvestmans tips, staring at the trees a couple times through the winter, marking the branches for 1st tier scaffolds, my question is this: Once you identify the 3 or 4 1st tier scaffolds, would you eliminate all other branches and head the central leader at 24" from the last 1st tier scaffold? Is this where the training will begin for the 2nd set of scaffolds and new central leader begin? Thanks. Chad
