It depends on the color temp (ie; 3500K, 5500K or some other similar number with a "K" after it)usually on the package but sometimes on the lamp, the intensity of the light and the light requirements of the plants you put under it.

Most plants will probably stay alive under low light levels for a while but suffer in the long run. some will do fine. If you make sure the lamps are the right type for your plants they should do fine. Generally a ceiling light in the center of the room wouldn't be enough light to grow anything with.

If the lamp is more than a few feet from the plant, it probably isn't offering any benefit.
