Nectarine tree not leafing out

We bought a triple-grafted fruit tree last fall (peach, plum and nectarine on a nectarine rootstock) and planted it in our back yard.

In March all three grafted limbs put out blossoms, but now it isn't doing anything. It has not leafed out, even though all of the other trees have (here in Sacramento, CA)

Did it die over the winter, with the blossoms being just a "death twitch?"

Is there anything I can do to shock it back to life? (I gave it a dose of SuperThrive at my mom's suggestion, but that was a week ago and I see no change.)
