bolting beets

I have a raised garden and have had generally good success with a variety of vegetables--except beets. They bolted in late June after an April seeding. I just harvested some and they're small and woody too. The biggest one has hairy roots growing out of the bulb.

I fertilized with organic 5-5-5 fertilizer, but there's a lot of mulched material in the soil. I live in the Pacific NW and have never checked acidity. Could the PH be too high? It's also been very cool here over the last two summers.
