Really old apple tree

I just moved to a new property that I think may have been an orchard once. My landlord doesn't really know much about taking care of fruit trees, and I'm also just getting into it. There is one apple tree that I think produced lots of fruit last year, because there's a lot of really old, fermented-smelling apples on the ground around it. This year the tree didn't flower at all, and of course, isn't producing fruit. Is there anything I can do to prune it down and get it to flower again? The tree has a few dead branches hanging around in it that I'm pruning out, but I don't know if I could prune anything else to convince it to flower again, or if it should just be scrapped...
