lemon tree in pot - stunted roots?

The tree has grown since I bought it and was drying out quickly, so I thought I'd pot it up. There was a thick root mass that only went down about an inch and a half in five inches of soil. The roots weren't bound however; they just didn't grow down. The tree itself is close to a foot wide, and ten inches tall.

I potted it on anyway, thinking that a change in soil might do it good, but any suggestions on encouraging the root growth? It is a Meyer lemon from Monrovia, purchased at a local garden center.
