summer pruning apples

I've got a Cortland that has really put on a lot of top growth. I've been doing some reading and it looks like i should thin the top and take out vertical shoots (which there are a lot). Does this sound correct. The tree is going on its 3rd year and is about 8-9ft tall. I've also read to cut out any branches that are 1/2 size or bigger then the main trunk? I believe there is one branch that qualifies, but currently has fruit on it! Should i dormant prune this branch in late winter?

I've tied down a lot of branches and understand the basic principles of wanting those big crotch angles, and horizontal wood bearing fruit early. T

This tree also dropped almost all the fruit i bagged... so i'm not sure what the deal is. Does bagging cause that or is it just the tree saying, "I'm tired, i don't want to raise those apples to adulthood"!:)
