seeding on a slope

We live on a small lake, and the whole lot is on a slope. Whenever I seed, I lose a lot of seed to rain or watering.

My problem is retaining the seed until it takes hold. I usually rake the dirt lightly and spread the seed. I've tried of thinking of ways to anchor the seed, but on bare ground it doesn't take much water to move the seed. Do they sell any seed that is in a biodegradable grid, that can be laid down - and not too pricey? I've thought of spreading the seed, laying plastic window screen over it and sprinkling sand over it all to hold it in place. I'd just have to make sure to remove the screen once the fescue seeds germinate.

I've also thought of growing grass in boxes, then transplanting it in the yard. Not sure of what to do for the boxes, tho. I might need 2-300sf of homemade sod. (and rarely like the looks of patchwork sod)

ANY IDEAS? I think some sort of boxes are the way to go.

We live in Atlanta, and the grass doesn't grow well in the front, with the slope facing away from the sun - under a large oak. By the fall and spring, there will be bare spots, and one 10x15' area is always bad. I fertilize, but have never done a soil sample. My neighbor is a landscaper and his yard looks almost as bad. We have pump irrigation, and the yard usually gets enough water. I just need the seed to stay in place. Thanks!
