When I see new growth it's time to start.

I cut back to a half teaspoon of fertilizer to a gallon, but I do continue to water during the winter. As Brooke says, if it grows during the winter it gets fertilized. The days are getting longer now and even though outside there's often snow on the ground, the plants respond to the increasing light. They may look dormant but a lot is going on internally.
