Help with garden plot

I recently got a plot at an organic only community garden. According to the garden leader, the ground my plot is on use to be part of the garden years ago. I was informed the person who use to tend this area only planted tomatoes, peppers and eggplants and didn't rotate in anything else. The plots were covered with creeping charlie before they recently tilled them. She recommended using a lot of compost and luckily the city provides the compost for free.

I originally wanted to plant potatoes in part of the plot, but am unsure now since the ground is likely depleted from years of growing only nightshades. I was thinking that I should plant beans-pole and bush-to help fix nitrogen back into the soil and plant potatoes next year. Maybe even plant a cover crop of winter rye this fall to help out. I think I will do a soil test as well.

Does anyone have any advice? Thanks.
