repot them for now say into 6" pots at least they will be fine, maybe you should consider raised garden beds?

Unless you think that it might be many days or weeks, your peppers will probably be fine. If it looks like it might be awhile, you should pot up to a larger size....it doesn't need to be as large as 6 inches but be sure that you use a good potting medium.

Thank you! There's the picture of them. I've had them for 4 to 5 days in that.

I learned off Youtube that to get a bigger yields (harvest) off of pepper( tomatoes to) plants you cut the top off. I did this to one plant, just to experiment. I know when you cut a plant it signals the roots to grow. Am I right? I planted that single plant in a hanger pot, though.

Ahh, sweet little plants. Easy enough to pot those up into 4 inch pots, which you probably have a few around... and that doesn't take much soil either. Better for the plants and for your concern. A win, win all around.

I just moved some tomatoes into 1 gal from 4 inch, though they will only be there for a week or so..same rain plus super cold here. They would have been fine, but the potential to set them back was there, so I just went with the better of the two choices I had. Cost = free and 10 min of my time. A bargain.

I planted them today, in the evening. (The roll, and ironically the role, of aluminum foil is to keep birds away).

It's a bit late for you now, but I've found that when I have plants that are tall like that and root bound, it pays to swish the roots around in a pot of water to remove the potting soil and tease the roots apart - its not that hard to do - then plant them - properly spreading out the roots as widely as possible.
