I don't know. I always put a new seat in (proper side up), held the carb upside down and made sure when the float was seated it was parallel with the carb body. It doesn't take much adjustment.

I reseated the seat with a wooden dowel ( an idea I got from an earlier post) and adjusted the float as you said.
Parallel to the carb body .
Reassembled and no more flooding and runs pretty good for an early '70s Tecumseh.
Now just waiting for the first snow fall to try out this snowblower.

My Tecumseh service manual says in order to set the float height, turn the carb upside down with the float, needle, & seat in place and then to place an 11/64" drill bit across the top of the carburetor casting on the opposite side of and parallel to the float hinge pin. The drill bit should just touch the float. Hope this helps.
