Phal. not doing so well

So, I've had my phal for about four months now. The first month or so, it did really well, but then it's leaves got very leathery, limp, and crinkled. I looked at the roots and some were rotted, so I sterilised my equipment and cut them, taking the proper precautions while repotting it.

So, for the past three months, it's been in this same state of limp leathery-ness. I tired watering it less often for four weeks, and no improvement, so I tried what my friend does for her few orchids (she puts an ice cube there every two or three days), and it actually started to get better, but not by much. What's left of the roots (and there's not much; they were really rotted and mushy) are doing better, and it looks like my orchid is trying to grow something, but I can't tell if it's a new root or another flower spike...

Is it doing well? I don't really know what to do but try and keep it in this state. I don't want it to decline anymore. I refuse to let my first orchid die! D=
