It is an Oncidium or an Oncidium Intergeneric. Intergeneric is an Oncidium crossed with other Genera. Without a photo of the flowers an id. is impossible.

I've had it for years and it's never flowered. I'm probably not treating it how it needs to be treated. I have another oncidium that blooms fine.

Describe where and how you are growing the plant (sun/shade/watering/fertilizer etc...and where you are in California) and I'm sure one of the locals will help.

Does that pot have a lot of drainage in the bottom? Make sure you are watering well in spring/summer and not quite so much in fall/winter unless it is hot. It seems to be getting enough sun based on the leaf color but if it is not growing well, it won't gain enough strength for flowering.
