Question on pruning

I read somewhere recently that there is a new theory on pruning in California. I think it was Huntington Library but not sure and can't find the article now. It talked about roses each needing to get to a certain height in order to bloom so you get an earlier bloom leaving them close to that height rather than pruning down as far as traditionally recommended. Does anyone do it this way? I don't want scraggly roses later...but I have mostly floribundas and a few austins. Also I was wondering how much to prune on a first year austin. (Lady Emma! ) Thanks for any input!
