ok trying again

I have never had any luck sowing seeds inside but had to try againd. Bought some silver princess shasta daisy and painted daisy mix chrysanthemum coccineum both are burpee brands seeds. I put them in small pots that can go in the ground, the paper kind and the seed starting soil jiffy mix, had them in the kitchen window but noticed the lower shelf kept drying out faster so I moved them downstairs about 4 to 6 inches from a grow light bulb and one is a reg. flourescent bulb not sure on the spelling. Well my ? is am I doomed again or do you think I will have any luck. I noticed the soil dries out faster on the top level of the soil, is it ok to lightly water them or is that disturbing the seeds to much?
