When to prune?

Every year I start prunning my roses about late Dec. It takes me about a month. This year I have been lazy and just have not got around to it yet. I am thinking maybe I have been starting to soon. It has been in the low 30's every night and about 55 during the day. They all still have their leaves and I have not sprayed with oil yet. Feb is about the same temp and we don't start to warm a little tell March. Do you think I should start or hold off with the prunning? Should I at least spray with oil?
