Is it to late to start my seeds

I just recieved my seeds from baker creek. I live in zone 8. Is it to late to start my tomato,sweet pepper, and cucumber plants? Are there any web sites that tell you when you can start plants from seed for your particular zone? Also, do I have to have a grow light for my seeds?
