If you are just starting seeds that you will plant outside later on, just about any kind of flourescent light will work. Most people use inexpensive "cool white" bulbs for this purpose. Seeds will sprout and seedlings will grow to a size where they're ready for outdoor hardening-off and planting in the garden. Every spring I start about 1500 seedlings of various kings of "everlastings" in my basement in 72-cell flats with cool white bulbs in "shop lights", moving them up to 2X2 pots before they go outdoors and eventually to our farm in another state. They do fine as long as they are introduced to the bright outdoor light gradually -- but that would be a requirement no matter what kind of bulb I used.

You usually need a broader spectrum of light if you're going to grow flowering plants to maturity indoors.

I guess this is why you do the gardening and not your husband ;)
