water hyacinth WEEVILS! help!

we've had our pond for about three months now. everything was going great. i got a bunch of water hyacinths and the turtles and fish love it. but lately all my hyacinths have been developing yellow streaks and more and more of them are decaying. first i thought maybe it was the untreated water coming out of the sprinklers, but i took a closer look and saw that all of the plants are covered in tiny bugs! a little searching has led me to conclude they are water hyacinth/lettuce weevils! how do i get rid of them before all my plants are dead? are they safe for my fish/turtles? any help would be greatly appreciated!

its easy to find sites that show you how to use weevils to control the population but not how to get rid of them. :(
