Plant Hollyhock Seed NOW for Summer Bloom ??

Hello...I am wondering.. if I plant hollyhock seeds now ( as opposed to spring ) will they flower in summer ?? Would it help if I put them in a cold frame ?? Any advice, tips, or experience is greatly appreciated, as I am brand new to plant propagation from seed... :)
