Replacing patio with new one

I pulled out these old brick pavers and underneath it is like 3 inches of sand, then a weed cloth, then the compacted soil. Only 2 old pavers have sunken near the edge but everything else seems to be held up fine.

I was wondering if we can just compact the old sand and then lay down a 3" gravel base on top and compact that.

then we would lay down 1" of new sand. then place pavers on top. So I am just wondering if that still will make the base stable enough.

I tried googling my situation but there are only "how tos" from just dirt.

Thanks in advance.
