I saw some like that in Korea ... in California you could skip the mortar. Just lay the flags on a tamped sand bed, then embed the pebbles in more sand. and

Yes we have done this several times on a variety of different projects and for the best long term results it is highly recommended that you set your pebbles and flagstone on a concrete sub base and mortar in your stones.

If you have experience laying stone , then the additional work of laying in the pebbles is a piece of cake.

This is absolutely beautiful, and I would like to do this project for my backyard paths. The design would fit perfectly with the tropical garden that I am creating. My soil is very flat and compacted so I plan on laying the flagstones in a base of sand, placing the pebbles then brushing in a mixture of sand and dry mix concrete. After sprinkling it with a light mist of water the path will firm up. It will be easier and I will still have the pebbles in a fixed position. It will work because I'm only 9 miles from the coast and we rarely get any frost in the winter in San Diego.
