paver pathway drainage

We are in the final stages of building our home in Nova Scotia Canada. We have a long front pathmade from patio pavers leading to the street. Our contractor said there is too much standing water after it rains in the last 6 feet or so to put paversand now wants to have that portion paved with concrete. To me that does not make sense as the concrete is less permeable than the pavers and will break up during freezing and thawing. I think pavers should be used with a larger drainage bed underneath. Any suggestions would be appreciated.
