I would put them in pots, myself. I don't know your conditions.
I would also break off any growth. Hard to do, but it's not going anywhere.

Plant 'em in pots until you are ready to put them in the ground. As to the sprouts, leave them alone. If there is another freeze, you are going to lose them anyway, and the roses will produce more when the time comes. I would also leave the pots outside. Inside, they will just produce more new growth, and you don't want that.

I was in the same situation last weekend. I had ordered 20 roses from S-W Greenhouse due to their recent sales, and received them on a Thursday. All beautiful healthy bare roots with the tags from Jackson and Perkins and Weeks Roses still on them. I soaked them for two days in a big can of water and planted them over the weekend by using 5-gallon pots and a good potting soil from a local nursery. I had to trim the roots to fit in the pots. So far, a week later, everything looks good.
