How to fertilize my seedlings?

So I have seedlings that have sprouted and have their first sets of true leaves. ( beans, sunflower, marigold, pepper etc). They are all potted up and are in "Filthy Rich" potting soil. The fertilizer I Own is 5-10-5 graular fertilizer. How, and when should I fertilize my seedlings? Also how much should i use?
