Echo BP blower problem

I've had this about a year. It is the small one- 265?

It just doesn't give full power at full throttle. If I close the end of the tube off (pressing on the pavement), the engine revs up nicely, like I'm thinking it should always run. When I let off of the back pressure it dies back down. I don't really see any carb adjustments.

Any suggestions?
