govenor control rod

I finally get this ancient montgomery ward tiller working, it was a several month project. partly the pick up tubes wouldnt stay in, and it was missing springs and parts. well. i got it to start, but theres one rod piece. that comes out of the manual control mechanism. which is hooked to the main govenor lever by spring . that pushes up and down through a lever hole that connects to the choke. I got a nut to put on the end but its not doing much. I was wondering what do i do to this rod. where do i put the nut, or is there some other part missing off it? its a briggs and stratton engine. the tiller model i belive was #1580I... it worked but died, but i wanted to make sure whatever that rod purposes it gets adjusted right. any help, or any questions for more information. is greatly appreciated. thanks!
