Troy Bilt Engine Replacement

I was given a 1980's Troy Bilt Horse with a blown Tecumseh HH60. I recently purchased a B&S 6.5 Horse Power Intek MOdel 121400. B&S will not tell me the mas torque for the four engine mounting holes located around the PTO shaft. Each hole is 5/16 by about 1/2" deep 24 pitch fine thread. B&S said the torque is up to the mfg of the product you are installing it on. I checked on a similar Tecumseh engine with exactly the same dia and depth mounting holes with the same thread pitch. Tecumseh lists the max torque for the mounting holes at 20 FT Lbs with at leat .47 hole penetration. Here is my question: Would it be safe to assume that I can torque the four mounting bolts on my B&S engine to 20 FT LBS? The Tecumseh engine I looked up is made out of aluminum just like the B&S.

Also, it makes me a little nervous that the only way this engine is mounted to the tiller is by four bolts into the side of the engine case. Each bolt only 5/16 dia and the holes only 1/2" deep! I wish the engine was supported from the bottom also.
