Tecumseh OHV125 Service Advice

I own a DR Mower powered by the Tecumseh OHV125 Enduro Engine.

2 Questions:

1. This engine is equipped with a Series 7 Carb. I have the exploded view of the carb from a Tecumseh service manual which shows a spring sitting into the carb housing under the main nozzle. How important is the spring to operation? The nozzle is so tight fitting into its hole that I can't see the spring making any difference. Also, I don't think a spring has been in the carb for a long time and it still operated fine. How far into the hole should the nozzle jet be pushed? There is about 1/4" of play up and down in the seat.

2. I think the compression release system is malfunctioning as the starter has trouble rotating the flywheel through the compression stroke... Should a valve lash adjustment help this or do I need to remove and inspect the cam shaft?
