It will go something like this: From the throttle shaft, the link goes to the air vane tab that comes out from the housing. The little eyelet on that link receives one end of the spring and the other end hooks to the control panel tab. The link for the choke I would guess is self explanatory? Best of luck.

Thanks a bunch for the reply. Unfortunately, I do not know the correct terms for the parts. The new picture I attached has numbers to where I think the spring connects. Are either of those the correct spot? The spring connection is what I am confused about. I am probably over thinking the situation. Is there a website that I can learn more about this specific model? Thanks again!!

The engine numbers are Briggs!
094202-0118-E1 built Nov 22, 1999..
I suggest you go to the Briggs website and download the IPL for that specific engine. That will give you part#'s and terminology.
