Can you turn the pulley that drives the wheels/tines by hand? If not,you've probably cooked the gearbox if all
the oil leaked out.
If you can turn it,then you probably have a carb problem,such as crud in the main jet,float needle etc.

I had that same problem with a Briggs and Stratton. I ran some fuel preservative through the fuel system, and it fixed it. Or try some carb cleaner.

Did you adjust the main jet after putting the carb kit in? 1.5 turns out to start, then adjust to maintain speed when under load. You may need to back the main needle out a quarter turn or so.
