Ok, I'm in z6b so my experience may be somewhat different, but I have The Prince and Sharifa Asma, both ownroot, in their second year. Both grew (pretty tall in fact), leafed out aplenty and bloomed in the first year. I got them into the ground by roughly the thrid week of May last year. The only drawback was the new growth was somewhat spindly, they did not have nice fat chubby canes, and they needed a lot of propping up to keep their blooms from biting the dust, literally. I know The Prince had new basals as well, I cannot recall about Sharifa.

FWIW, Sharifa Asma is mentioned here and there as a slow-developing plant, and so it was here in LaLa Land. Lovely bloom. Wonderful fragrance. Didn't much like our coastal climate, and had fiddling fungal problems.
The Prince is in general not a TALL grower, but it is quite upright. For us, it stays maybe 4 ft. with minimal pruning. Blooms when it feels like it, is reasonably disease-free, and blooms don't like hot sun.
Fair Bianca can be an indifferent grower. I toy with the idea of getting her again, and simply never pruning her.

I'm also in zone 5 and happy to report that my Sharifa Asma bloomed several times in the first year. (It is incidentally my favorite of all my roses) The flowers were maybe a little small, and I'm hoping for bigger now in the second year. All of the eighteen roses I put in last year bloomed, especially Louise Odier.

So, I guess I will expect most of the new roses to grow in size and leaf out . . . some might bloom, sounds as thought the Austins at least might actually get a couple blooms on them this summer! That's good news. When we say "Third year leaps", will they reach their full size in their third year, or still not quite be as large as they will get?
