Water Ph fix

We live in the central valley of California and just moved onto an acre of sand which has never been farmed. The soil is deplete of nitrogen and organic matter so imported a lot of horse manure to begin building things up. Of course it's no help to the nitrogen, so adding feather and blood meal, coffee grounds, peat, ironite and sulfur. Very high Ph here. These forums made me think to test our water Ph, and here is the problem. If I add 1/4c of 5% distilled white vinegar to 5gal tap water, it brings the Ph down to 6.0-6.5. It's a lot of work mixing and toting water around by hand! An Ortho Dial n Spray does the job, too, but I don't like the stream as well as from my fire nozzle on the end of the hose.

Here's my question: Does anyone know of a way to inject and meter the vinegar directly at our hose bib so we can water in the normal way?
