Tecumseh HM80 Sputtering

Hi folks - I bought a JD 826 snow blower that had been sitting in a barn for a couple or years. It has a Tecumseh HM80 motor on it. It's in good shape but the carb butterfly and choke were frozen (the barn had a gravel floor) so I took the carb to a machine shop and had it rebuilt. After installing the rebuilt carb the motor started on the 3rd pull. But whenever I hit a pile of snow that puts a little strain on the motor it just dies and I have to choke it to get it started. I've tried setting the main jet richer but it doesn't seem to help. Also I noticed that if I leave it run at the same speed for awhile (not under load) it will sputter and send out a puff of black smoke then return to the same speed again for a minute or so, then repeat the process. Does it sound like the float setting may be off?

I also have reset the governor according to the manual.
