The carburetor is clogged. At a minimum, the bowl and high speed jet should be removed and cleaned.

I would be careful with the starting fluid, has been known to ruin an engine. I use a small plastic spay bottle of gasoline if i need to prime an engine to start it. If it's a two cycle i mix oil with it.

How old is it? My dad had a 724 from 1970-ish that was a tank and always ran well. He got rid of it about 6-7 years ago, so it was 30. It still ran, but dad wanted something lighter weight.

Those were very good machines, ran forever. Snowblowers often see sporadic use and problems like yours are common due to old gas. Clean the fuel system thoroughly. replace the carb bowl gasket and use a stabilizer with fresh gas.
