Rainbird ESP-6T controller

I have 4 zones configured on this controller. It is 12 1/2 years old. None of the zones are working. Is it more likely than not that my problem is the controller itself?

I have 4 zones on this 6 zone controller. None of the zones are working in Auto or manual. I have 27-28 volts on the transformer and have verified that the rain sensor is working problem. What is causing this problem?

If you have 27-28 volts at your transformer, how much do you have at your stations? If you activate them manually do they count down like they are working--on the screen. If they do show up like they are working, measure the voltage between the common and each of your stations while they are activated. If you have a master valve or a pump, check the voltage between the common and the MV terminal while any station is activated.

Make sure the water adjust % is at 100%.
Make sure you have a watering time in each of your stations.
