Do you have leaves on the non-blooming tree ?

You should, by now.

If you don't, then the tree is probably a goner. Take it back for a replacement.

If you do have leaves, then the tree is probably okay. Something just happened that screwed up the bloom this year.
Maybe the buds were damaged in the planting of the tree.

I'm having the same issue with a 6ft pink dogwood I planted in CT the first week of April. The tree doesn't appear dead, it actually look exactly like the day I planted it but all branches w/not a single leaf.

NO LEAVES on my 20+ yr old pink dogwood I had a branch cut off earlier this Spring but its absolutely loaded with buds that never flowered either! Is it, too, a "goner"?

We had a six foot dog wood tree in our lot when we bought the house, First year it bloomed nicely. It took six years before we saw the next flowers on the tree. Same with a pink dogwood. It was in bloom when we bought it. That was four years ago and we are still waiting for blooms

I would only say that in most parts of the country, it is far too early for any dogwood (other than cornelian cherries) to be in bloom. Some flower before leafing out, some during leaf out and some after.
