After site selection: A complete soil test should be done.

That is really the only way to tell if your soil really "needs" anything else. It could save (lots of) frustration, time, & money.

Since there is no good way to tell what soil nutrients are present or absent without a good, reliable soil test you need to wait the results of yours before doing anything other than adding organic matter.
What is the humus level in that soil now?
How well does that soil drain?
What is the soils workability?
What is the level of life in that soil?
What does your soil smell like?
