Soil Test in Fall?

Hello,

Over the past few years, I've been expanding my garden beds. I live in the mountains, but along an old creekbed, so my soil is a bit better than typical decomposed granite. Each year, I've added compost and various bagged soils and manure blends. I'm also adding my chicken manure and partially composted pine shavings from my coop to my compost pile.

This year, my gardens did really poorly, save for the beets, radish, and chard. I'm suspecting there are numerous variables contributing to this, but I'd like to know if the soil is one of them.

Is it better to do a soil test in the fall, or wait until spring? I would like to pile some compost and chicken manure on my beds to overwinter, but I'm not sure if this is a bad idea prior to knowing what the condition of my soil is.
