Here's a suggestion: Make sure your wick is completely wet. All of wick must be wet for it to work. Top water plant (really pour the water in)till you see it running down the wick. Sometimes i have to twist it to get it going. Also set your pot in container of water for ten mins. or so, and let the water soak up through the drainage holes. Let the water drain out and set pot on paper towels to absorb excess. When I wick I just circle the bottom of pot with yarn, so if it dries i can just bottom water to get wick wet again. Some take the wick up through to the top and some take it up to the root area. Whatever kind of wicking you are using wash with dish soap to remove the seizing (perhaps you did that). They say it will absorb water better.

Minimac is correct; sometimes you just have to 'prime' the soil by getting it wet through soaking it. It will hopefully draw up water through the wick after 'priming'. Keep an eye on it. Very seldom does it not work; I have had to repot one plant with a new wick because it wouldn't wick even with priming.

I was going to suggest that you repot it. Sometimes I have just had 'dud' wicks.
