i took a close up of the leaves/branches

think you're right on the money not sure if it's a form of weeping willows like salix alba "tristis"?.

It looks like a contorted cultivar of some sort.

Salix babylonica?
Ronny

looks like corkscrew willow (Salix matsudana 'Tortuosa')

If it is a corkscrew willow, it's the biggest and healthiest I've seen.

Corkscrew willow can get pretty large here, and it's usually relatively healthy for the first 15-20 years ... then typically it begins to decline. Corkscrew willow will also hybridize with other species like alba, resulting in a range of intermediate characteristics.

Where is this?
I've never seen any that large and healthy. Usually there's considerable die back. It is a Salix matsudana 'Tortuosa' though.
