The leaves show minor weevil damage (maybe) and fungal spotting. All the buds are leaf buds, not flower buds. The number one reason for failure to bloom - assuming the plant is mature enough to do so - is insufficient sun/light.

A general appearance of unhealthiness usually means a problem at the root level. This could be caused by too deep planting - suggested somewhat by the photo - a root ball that remains small and hard to wet because it wasn't unmatted before planting, a variety that just isn't well adapted to your area.

It shows slight chlorosis. This is usually due to a lack of acidity. It doesn't have much of a mulch layer. Drainage could be poor. Is that a black pipe from a sump pump or a down spout near by. That would definitely spell TROUBLE.

The biggest offenders are probably what akamaingrower mentioned, roots that are strangling themselves because they weren't unmatted, poor drainage and/or planted too deeply, and insufficient light. If light isn't the problem, then drainage and fertility seem to be the culprits. Replanting opening up the roots and using a good soil in a mounded planting to assure good drainage and then mulching well would do wonders.

A little good fertilizer like HolyTone applied around bloom time at half the rate on the package and only once per year could help.
